We tried to connect with the lady who had left this note, but we are yet to hear back from her. Hence, we’re not revealing her identity. We’re reproducing here the note she left, in its entirety without any edits.

Part – I : Basic instructions for citizens

(1) This law applies only for Hindus. The word “Hindu” in this law includes all followers of all sects who call themselves Hindu. The law will not make attempt to put label of Hindu on those citizens, who do not wish to be called as Hindu. And this law will NOT put any obligation or restriction on followers Islam, Christianity, Zoroasterism and religions which originated outside Indian Subcontinent. And all Sikhs, Jains and Buddhists, who wish to enrolled in this law, can get enrolled.

(2) PM will form a trust, called as National Hindu Devalaya Management Trust, NHDMT for short. NHDMT will manage ONLY the Devalaya which Parliament has handed over to NHDMT, or when owners of a Hindu Devalaya (i.e. Hindu Temple) have handed over their develaya to NHDMT. NHDMT will not take over or manage devalayas that devalaya owners do not wish to be managed by NHDMT. NHDMT will also not manage Mosques, Churches, Gurudwara or Buddhist shrines or Jain shrines.

(3) If and when voters of India thru referendum or any process which proves will of over 45 crore voters, give the land plots of — proposed (a) Ram Janam Bhoomi Devalaya , Ayodhya (b) Krishna Janam Bhoomi Devalaya , Mathura (c) Kashi Vishwanath Devalaya , Varanasi (d) Amarnath Devalaya , Kashmir — NHDMT will manage these 4 Devalaya

(4)  India, PM will appoint the first Chairman and 4 Trustees.

(5) You (you means – voter of India), can replace the Chairman and Trustees using the procedure “Right to Recall NHDMT Chairman” and RTR over Trustees detailed in the later clauses

(6) NHDMT Chairman and Trustees will hire staff to manage the Devalayas under then. There may be dispute amongst staff members and also disputes between Hindus and staff members. To resolve the dispute, a Jury of 12 to 1500 Hindus between the age of 30 years chosen at random from the voter list of District / State / India and 55 years may be called. The Jurors will hear the both sides, And Jurirs will give their judgment. If your name is selected in this Jury Duty, then you will have appear as the Juror and decide the case.

(7) comment : This Gazette Notification is printed to create NHDMT – an SGPS like democratic structure over the 4 major Hindu Devalaya, if and when those Devalaya get built. And the SGPC structure will also apply over Devalaya which Hindu Devalaya owners have given to NHDMT.

(8) comment :The comments are not part of actual code of this legislation draft. The activists and voters may use comments to understand the draft. And Jurors may use the comments to give their judgments. But the comments are NOT binding on anyone. .

(9) Initial appointment : The PM will form NHDPT = National Hindu Devalaya Prabandhak Trust , with any Hindu he chooses as working Chairman , and any 4 Hindus of his choice as the Trustee.

(10) Right to Recall Chairman
.
(10.1) If any Hindu citizen voter of India above 30 years wishes to be Chairman, he can appear before Collector. Collector would issue a serial number for a filing fee same as deposit amount for MP election and put his name on the PM’s website. Existing Chairman can also register himself as a candidate.

(10.2) If any Hindu voter comes in person to Talati’s office, pays Rs 3 fee , and approves at most five persons for the Chairman position, the Talati would enter his approvals in the computer and would him a receipt with his voter-id#, date/time and the persons he approved. The fee shall be Rs 1 for those with BPL card.

(10.3) If the voter comes to cancel his Approvals, the Talati will cancel one of more of his approvals without any fee.

(10.4) The Collector may create a system of sending SMS feedback to the voter. The Collector may create a system of taking finger-print and picture of the voter and putting it on the receipt.

(10.5) PM may add means to enable citizens to register approvals via SMS or ATM or mobile phone apps or internet
.
(10.6)  The Talati will put the preferences of the citizen on district’s website with citizen’s voter-ID number and his preferences.

(10.7) On every Monday, the Collectors will publish Approval counts for each candidate.

(10.8) If a Chairman candidate has approvals more than 25 crore Hindu voters, and it is 1 crore more than approvals of existing Chairman, then PM may appoint him as the new Chairman
.
(10.9) If a citizen of India above 30 years wishes to be Trustee, he can appear before Collector. Collector would issue a serial number for a filing fee same as deposit amount for MP election and put his name on the PM’s website. The citizens can approve at most 10 candidates, and cancel his approvals any day.

(10.10) If a candidate has approvals more than 20 crore Hindu voters, and it is 1 crore more than approvals least approved Trustee has, then PM may appoint him as the new Trustee and remove the Trustee with lowest approvals
.
(10.11) One person can contest as Trustee as well as Chairman.
.
(10.12) if a person has served as either Trustee or Chairman for 1000 days, then PM will remove him from NHDMT and replace by person with highest approvals.

(11) Managing the trust and Devalayas under the Trust
.
(11.1) The Chairman and Trustees will make the necessary rules to run the Trust and manage the employees. All decisions of Chairman will need approval of atleast two trustees.
.
(11.2) The Chairman will recruit priests and other employees using written exams for a term of 1000 days. The Chairman may give contracts to outside contractors for specific tasks.

(11.2) The Chairman will create a Jury System to hear complaints against the employees. The Chairman will prepare and administer the Jury System draft and appoint the officers to manage the Jury System.

(11.3) comment :

(11.3.1) The Jury System involve appointing one National Jury Administrator, several State / District Jury Administrators.
.
(11.3.2) Each JA (JA = Jury Administrator) will choose , using random selection, 45 Hindu voters between age of 30 years and 55 years as Grand Jurors for a term of 3 months.
.
(11.3.3) For each complaint, Grand Jurors will decide if complaint should be dismissed or sent to Jury.
.
(11.3.4) If Grand Jurors decide for Jury Trial, then Grand Jurors will also decide the size of the Jury which can be anywhere from 12 to 1500, and Grand Jurors will also decide if the Jury should eb district level, state level of national level
.
(11.3.5) The Jury will consist of Hindu voters chosen at random from the voter list of District / State / Nation as applicable. The Jurors will decide if the employee should be fined or not, and should be expelled or not.

(11.3.6) The decision of District Jury can be appealed before State Jury and decision of State Jury can be appealed before National Jury. The decision of any Jury can be appealed in District / High / Supreme Court as applicable.

(11.3.7) The Chairman will print all the details of this proposed Jury System. If the voters think that the Jury System is very weak, then the voters may replace the Chairman or ask Chairman to print another draft.

(12)  National Devalayas

(12.1) (In this clause, voter means ALL voters of India across all religion) Using national referendum or using any procedure which proves the will and wish of over 45 crore voters, the PM will obtain 4 plots– (a) Ram Janam Bhoomi Devalaya,  Ayodhya (b) Krishna Janam Bhoomi Devalaya Mathura (c) Kashi Vishvanath Devalaya, Varanasi (d) Amarnath Devalaya in Kashmir

(12.2) The PM shall give these plots to NHDMT

(12.3) NHDMT will manage these 4 Devalayas
.
(12.5) NHDMT will also manage any Devalaya handed over to it by a Sampradaya. The Sampradaya may take it back within 5 years. After 5 years, Trust will formally ask Sampradaya if it wants the Devalaya back. If over 65% of the Sampradaya owners reply NO, then and then only the Devalaya shall be taken over by NHDMT. But after that, NHDMT cannot return the Devalaya back to the Sampraday.

(13)  Voting Rights
.
(13.1) Every person who is Hindu and above the age of 18 years on the date NHDMT is printed in Gazette will be Voting Member. NHDMT will have no non-voting members. The word Hindu will include all Sampraday of Hindus, Sikhs, Jains and Buddhists.

(13.2) If a person calls himself non-Hindu , his SC \ ST \ OBC status will not be effected by this law. If other laws effect the status, then it may be effected.

(13.3) If a person converts to Islam or Christianity, then the Chairman will remove his name from voter list AFTER one year, unless he converts back within 1 year. During that one year, he cannot vote. And if he converts twice, then second time , his name will be removed from the member list without 1 year wait. In case of dispute, the decision of Jury will be final.

(13.4) If a Christian\Muslim wishes to become Hindu, the after approval of Jury who will verify his credentials, and after approval of ALL Trustees  , the Chairman will be added to the list The name will not be added without approval of Jury of at least 100 Hindu voters

(13.5) If a person has Hindu mother or Hindu father, and he declares himself Hindu, then can become voting member at the age of 18 years.

(14) Donations, Incomes and Taxes
.
(14.1)  The Trust can obtain donations from any person or non-person entity or foreign entity. The Trust can also engage into any business activity like any a corporation.

(14.2) PM, CM an other Govt agencies may collect applicable income tax, wealth tax, GST and all other taxes applicable on trusts.

(15) comment : State CMs may print “Rajya Hindu Devalaya Management Trust” law-drafts. Those drafts can be similar to NHDPT except that members will be Hindus residing in the state for over 2 years OR the state he belongs to. So a Hindu will have a choice on which RHDMT he wishes to be member of. But he cannot become member of both. And if he changes membership, the new membership will become active after 6 months.

(CV) CV : Citizens’ Voice:
.
(CV.1) If any citizen residing anywhere in India wants any change in this law or has any complaint under this law, then he may submit an affidavit to DC’s designated clerk and clerk will scan the affidavit on put on PM’s website along with photo and details of the citizen. The clerk will charge Rs 30 per page. The clerk will issue serial number for the affidavit.

(CV.2) If any citizen residing in the area covered by the Patwari wants to register his YES / NO on the affidavit submitted in above clause, then he can go to Talati’s office and provide the serial number of the affidavit and his YES/NO on a form, and Patwari will enter his YES/NO for a fee for Rs 3 . The YES/NO shall come on PM’s website along with citizen’s voter-id, name, date etc
